Shor’s coverage splits into two layers:

Paying Contractors Globally

You can pay independent contractors in almost every country. The only exclusions are places subject to applicable US sanctions (OFAC).

Hiring Employees (EOR)

For full employee hiring, Shor operates as your Employer of Record across a growing list of countries, in two pricing tiers, with more added each quarter.

Paying Contractors

You can onboard and pay independent contractors in virtually any country in the world. To pay a contractor, you need:
  • The contractor’s email (to send the invite)
  • A signed contract on Shor’s localized template
  • The contractor’s completed profile, KYC, and bank account, which they provide themselves when they accept the invite
Shor handles the local payment rails and FX automatically. Every payment is screened against sanctions lists before it’s sent.
Sanctioned jurisdictions are excluded. Shor can’t send payments to countries or regions under comprehensive US sanctions (OFAC): currently Cuba, Iran, North Korea, Syria, Belarus, and specific regions of Russia and Ukraine. These lists can change; if a payment can’t be made, Shor flags it before you confirm.

Hiring Employees (Full EOR)

Full EOR (Employer of Record) means Shor employs the worker on your behalf in their home country, so you don’t need to set up a local entity. Shor handles:
  • Localized employment contracts
  • Statutory benefits (leave, holidays, maternity/paternity where applicable)
  • Income tax withholding and employer contributions
  • Country-specific termination rules and severance
  • Required local filings
